Biography 
   
Since 1994, when first elected to represent the 183rd Legislative District in Lehigh and Northampton counties, Julie Harhart has fought for citizens in all walks of life, emphasizing a legislative philosophy that is pro-business, pro-senior citizens and pro-children. She serves the 183rd District tirelessly both in her district and in Harrisburg, where she has an impeccable attendance record.
 
Her legislative leadership roles include serving as majority chair of the House Professional Licensure Committee. She also serves as a member of the House Transportation Committee and has previously served on the Consumer Affairs, Intergovernmental Affairs and Local Government committees; the Joint Task Force on Adoption; and the Joint Legislative Air and Water Pollution Control Committee.
 
In an effort to further reforms in state government and streamline operational costs, Julie has taken the lead in authoring legislation to establish a commission to study the management of current government operations and make recommendations for cost-cutting measures, which continues to be an ongoing effort. 
    
An advocate for women’s health, Julie has authored legislation recognizing the need to raise awareness of cardiovascular disease and cervical cancer in women. As a strong supporter of education and children, she authored legislation that became Act 36 of 1999 to address school violence and increase safety on school campuses. She has also introduced legislation, recently signed into law, to create a funding stream to support the state’s Children’s Advocacy Centers, which help provide treatment for abused children and investigate cases of child abuse. In addition, legislation originally introduced by Julie is responsible for a state law cracking down on parents who do not pay their child support.
 
In an effort to make every neighborhood safer for the citizens of the 183rd Legislative District, Julie also helped to enact more than three dozen anti-crime bills during a special session on crime.
 
A dedicated advocate for the Commonwealth’s 2 million senior citizens, Julie co-authored several measures including the expansion of the Property Tax/Rent Rebate program to more than 180,000 citizens, and expanded eligibility for the PACENET prescription program for older Pennsylvanians.
 
In recognition of her strong pro-job and pro-taxpayer position, Julie has been named a “Taxpayer Hero” by Citizens Against Higher Taxes, and a “Guardian of Small Business” by the National Federation of Independent Business for the fifth time in 2014. She was also awarded the Pennsylvania Association of School Retirees “Legislator of the Year Award” twice for her work on issues important to them.
